The thesis, which was discussed in the presence of the Dean of the College of Law and Political Science, Assistant Professor Dr. Murad Saib Mahmoud, aimed to clarify the concept of temporary employment and the Iraqi legislation that addresses its organization and provisions, forming its legal basis. It also examined a number of judicial rulings issued in this regard and the opinions expressed therein.
The thesis concluded that there is confusion regarding the concept of temporary employment and similar jobs and other tasks undertaken by the public administration. It also identified a trend on the part of the legislator to include provisions addressing this issue in the draft Federal Civil Service Law. The researcher came up with a number of proposals, the most important of which was the need for the legislator to address a more precise definition of temporary employment and to amend a set of articles in the aforementioned draft to provide a comprehensive regulation for this type of employment.
